Why do 90 rated fodder prices spike in FC 25?

Can I use cheaper adjacent ratings instead of 90 OVR cards in SBCs?

Often yes. Combining one higher-rated card (such as 91 or 91 OVR) with several 89 OVR players can beat buying eleven straight 90-rated items when 90 fodder is inflated. Compare live prices across our 83 to 91 rating hubs before submitting.
